Scope of Service Experience
Josh specialises in the provision of rating valuation and liability advice.

Josh is a Partner within Montagu Evans’s Business Rates Department and provides rating valuation and liability advice to landlord and occupier clients within both the Private and Public Sector. Josh has a particular focus on assessments in London, the North East and the East of England.

He has cross-sector experience and, aside from the bulk classes of office, retail and industrial property, provides advice in respect of property-types as diverse as Car Supermarkets, Bus Garages, Renewable Energy, Lab Sites, Hospitals, Health Centres, Ambulance Stations, Student Housing, Development Sites, Agricultural Holdings and major Infrastructure Projects.

He has chaired a number of RSA Town Committees, coordinating and leading discussions on town centre retail values with the Valuation Office Agency and is currently involved in sector-specific Agent/VOA coordination in advance of the 2017 Revaluation.

Transaction History
Eland House, SW1
Advised Tishman Speyer on the mitigation of exposure to empty rates during the comprehensive redevelopment of Eland House, an 11 storey 375,000 sq ft office building in Victoria, London.
Successfully secured the deletion of this assessment during the works, mitigating an annual empty rate liability of circa £6 million.

Car Supermarket, Staffordshire
As part of remit to deal with Arnold Clark’s English operation (in addition to much of the Scottish estate which is dealt with by Tony McRitchie in Glasgow), we lodged an appeal against the VOA’s assessment of their substantial car showroom in Staffordshire.
Successfully agreed a reduction in assessment from RV £765,000 to £650,000, realising a List saving of some £400,000.

Portfolio advice for Poundstretcher
Josh is responsible for administering the instruction to provide rating advice across Poundstretcher’s retail and operational portfolio, including some 410 retail units and large RDC facility in Huddersfield.
Savings to date have totalled some £3.5m in 2010 List terms.
